Is Ryan Poles keeping his promise to Bears Nation?

Here is a quote from Ryan Poles soon after he got hired as the new General Manager:

I think it's fair to say he is following his plan when he said that they will be selective in free agency. Said what you want about his job so far, but he is clearly staying true to his master plan. I know that it's not always easy to see other teams signing big-name players when your team is being cautious, but it's truly for the best.

I have trusted Poles all throughout this process and it's not about to change now!
